Do you remember last summer? There we were informed of a law rather unfortunate, that privatizzava l’acqua in Italy. And then: control over installations is performed by the operator of the sewage system according to feedback from resellers of equipment. Ma il buy it via internet tritarifiuti? Or if I buy it in one place and install in another where there is no purifier?

Any tool can be harmful if misused, even the internet, But we can not think of banning internet.

I agree with you that a tool should be used with due care, but coming back to something that does not depend on the common education, the problem remains in the structure of the sewerage system that would not hold , in terms of biological balance.
